    Scholarly Communication is located on the fourth floor of Carol M. Newman Library at Virginia Tech. Scholarly Communication is a dynamic landscape, and we are continually evolving. Many scholarly communications activities have spun-off into their own departments, such as VT Publishing and Digital Imaging and Preservation Services, and Digital Library Development.   Influenced by John Locke and Jean-Jacques Rousseau, many eighteenth-century writers argued that the proper education and upbringing breeding could make any man a member of the cultural elite. Yet even in this egalitarian environment, the concept of breeding remained tied to theories of blood lineage, caste distinction, and biological difference.
